Restoring the phone does not reset the wrong passcode counter. If it did there would be no point to the counter. If you restore to factory settings and do not restore a backup it will reset the counter.

Click here If you forgot your iPhone passcode - Apple Support
Because you entered an incorrect passcode several times.
Well, I don’t know what you are talking about, either. If the phone says it is disabled the only way that can happen is if 10 or more wrong passcodes are entered in a row.
Not sure what you are talking about but when I realize you have to unplug your phone from your computer at the end of the process so that he knows it’s his download it everything he needs to download from the computer. Once I did that it went to the set up for restoring like a new phone.
"iphone is disabled try again in 58 minutes" why doing this after reset on itunes?
Yeah but this is after the ReStore and update on itunes process… shouldn’t it be restored to factory settings at this? point
