If your only purpose is to Erase the iPhone 7 and reset it to factory settings, then there is no need to remove the SIM card. You can then go on to install your apps and data after the reset.

If you are erasing your iPhone to prepare it for a trade-in, give away or sell your iPhone, then you can remove the active SIM so that you can use it on your next iPhone.
