Why can i use one credit card to pay for icloud storage but not use that same card to purchase an iphone

The payment you use to purchase a device does not have to be the same as the one you pay iCloud with. You can add another payment method for Apple ID payments. Change, add, or remove Apple ID payment methods - Apple Support
