Can 3 family members use my iPHone to set up their watches and will each watch have full functionality?

I just got a new iPhone XR. Both my elderly parents and my brother want to get an Apple Watch for health reasons. None of them have an iPhone. Can I set up all 3 of them using my iPHone?

If I do this, will each of them have the ability to use the "walkie talkie" feature with each other?

The following features and apps are not available: irregular heart rhythm notifications, ECG, Cycle Tracking, Sleep, Blood Oxygen, Podcasts, Remote, News, Home and Shortcuts.
