Thank you for the response, but it didn’t seem to have all the info attached. What I am want to do is use Apple
Music without turning on sync library and uploading all my purchases and imports, because I did that before and it made a mess of my personal library. So I want to be able to make playlists within the “rented” Apple Music stuff without having to merge my “owned” music with my “rented.”

it seems the answer is no, you cannot. This is a feature that I would like added. Otherwise the simple solution is not to subscribe, but to instead use another service to keep my personal library as is and rent elsewhere…

We'd to start by setting your expectations. As stated in the article below, music library is "The collection of music that can include items from Apple Music and iTunes Match (if you subscribe), your other devices, CDs, the iTunes Store, or other services."
Adding a music to a playlist will automatically add that music to your music library.

Right, I do not have sync library on. If I try to add an Apple Music track to a playlist, I get a ‘turn sync on’ page.

As mentioned in the article you came from, "If you subscribe to Apple Music, you can turn on Sync Library to access your music library and music that you've downloaded from Apple Music on all of your devices."
Sync Library is a feature that allows you to sync your music library across your devices that have the same feature enabled. This feature can be disabled.
For example, if you have an iOS device and you disabled the Sync Library feature, any changes that you make on your music library and playlist will not affect your other Apple devices' music library and playlist.
If you decide to disable the Sync Library feature on your iOS device, delete all purchased and imported songs, and just keep songs that are acquired on Apple Music, these changes will not reflect on other devices. Additionally, any changes that you make on the music library and playlist of your other devices will not reflect on your iOS device.

Whenever you make a new playlist, does the Sync Library feature gets enabled without you going to Settings > Music?
