Why is the App Store not on my Ipad

Make sure in

Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store Purchases >

Installing Apps : Allow is selected.

Note: Content & Privacy Restrictions must be enabled to see and make changes.
