There is most likely a problem with your payment method.

If you see a message that says 'Your account has been disabled in the App Store and iTunes'

You will need to connect your iPhone to a computer (it doesn't have to be yours), and restore your iPhone.

If there is a backup in iCloud or on your computer, you will be able to restore from that backup and get the data from there.

If you have no backups, then you will have to erase all data on your iPhone. After you finish restoring your iPhone, enable iCloud backup so this doesn't happen again.
