Not able to do factory reset

Not able to reset my Apple Watch. Doing all steps properly but not able to reset all settings and erasing all content.. After going menu to erase all settings and media, it start erasing content, but after some time it goes to its previous state. Please advise.

From a web browser,sign in to iCloud.com with your Apple ID.

Go to Find iPhone.

Click All Devices at the top of the screen.

Click your Apple Watch.

Click Erase [device]. Select Next until the device is erased.

Click Remove from Account.
