I am not able to send sms on my iPad Pro cellular to a normal android device using my SIM card

No, the cellular portion of an iPad is only for data. SMS messages go thru the voice part of the cellular link. The only thing you can send on the iPad are iMessages, but that only works between Apple products.

However, you can install and use Telegram, Signal and many other messaging apps.
