iCloud photos

I logged out of my Apple ID on my iPhone and then logged back in. Then I saw that I had lost all my photos on my iPhone, I had about 4000 photos before I logged out, when I logged back in I only had around 700 photos left. Luckly all of my photos were saved on my iCloud. The other thing is that the storage of my photos on my iPhone is still the same. I have tried to turn on my iCloud photos but my iCloud storage is almost full.


My question is how can I get all of my photos back on to my iPhone again?
