Apple Wallet won't let me add cards

I had three credit cards loaded into wallet. I tried to add a fourth card but after accepting the terms, I get the message that the card was not installed and to contact the card provider.

I tried all the solutions recommended by Apple.

When I signed out of iCloud and signed back in, all the cards were gone and had to be reinstalled. All the cards were listed with the check mark when trying to add them, and the Apple card is first on the list.

When adding them, it gets stuck on adding the Apple card. I get the spinning wheel, and it never finishes adding the Apple card. This is why I think it's a problem with the app. When I force stop, the Apple card shows up as being added, however the rest of the cards won't get added. I get the same message to contact the card providers. I have contacted all three of the card providers and they tell me everything is good on their end and to contact Apple. I contacted Apple and they say there is nothing wrong on their end. So...What do I do now?
