I moved to Canada so I would like to change my region on iphone. So i have a store credit but its small and i can’t buy any app. Please help me to change my region.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
