Permission to delete, Sir?

I have the following file on my iMac which I want to delete. When I try to do so The message says that I don't have permission. Whose permission do I need to delete someething from my own computer, for Mammon's sake?

Skype-8.64.0.88.exe - obviously a PC file and as much use on a Mac as a chocolate fireguard

iMac 27″, macOS 10.15

Where is the file located?

Control (right) click on the file and select Get Info.

Unlock the Info panel and change the permissions.
