Your iPad4 will charge at is fastest supported rate when using the supplied 20W Power Adapter. Using a higher rated Power Adapter will not change any quicker.
For information, be aware of your terminology. 20W equates to the Power Rating. Power is the product of Voltage and Current.
You can, but it will not change the charging rate of your iPad model.
