WiFi calling from other devices not available in settings?

According to this article: https://support.apple.com/en-us/HT203032 I should be seeing the option Add Wi-Fi Calling For Other Devices under Settings > Phone > Wi-Fi Calling.

What's up with that? My ISP confirmed it's not to do with them but with Apple.

iPhone 7, iOS 14

WiFi Call is a Carrier Specific feature. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
