I just bought a new iPad 8th generation 2020 and it is only charging to 80%. Is that normal? Thanks

The iPad will charge very quickly from 5%-80%, or so, but will charge much slower after that to reach 100%, to prevent overcharging.
Leave it on the Apple power/charging adapter until it charges to 100%
A 8th gen iPad DOES NOT fast charge.
So, even with included 18 or 20W adapter, it will take your 8th gen iPad anywhere between 4-5 hours to fully charge.
