I can’t send pictures
I was able to send pictures message earlier I restarted my phone and checked my settings everything is on and my connection is excellent I don’t understand what’s going on

From the pic, it is clear that you are sending it to a non-iPhone user. The "Send iCon is Green", you need to enable MMS messaging to send it.
You need MMS enabled by your carrier. and in your Settings. See the Pic below
