iphone 11 can't delete apps from library

How do I delete apps from iPhone 11 library? It only gives me the option to delete from home screen

You may have Screen Time Restrictions set to ON.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.
