I don’t want every app I ever downloaded to my iPad and then deleted to remain in my iCloud account. I want them gone, without a trace, like I never downloaded them to start with. I re-downloaded the apps I wanted to remove completely. I deleted them from from my iPad (icon all gone). I then checked my iCloud account and there they are! Grrrrrrr. Any ideas?

Apps themselves, or their installers, are never stored in anyone’s personal iCloud storage space. They live “in the cloud” in Apple’s virtual App Store which has nothing to do with anyone’s iCloud account. The cloud icon you see simply means the app is available for download from the App Store.
As already stated, you cannot edit your purchase history with the App Store. All you can do is hide apps.
Why do you want to delete them from you iCloud account? They are not using any of your iCloud storage and they are not costing you anything. Apps that you once installed (even if deleted) on your device are forever part of your purchase history and cannot be deleted from your iCloud account. They are available for redownload should you ever change your mind.
