I purchased a Scanner App and downloaded it to my phone. My husband tried to download it onto his phone - same Apple ID - and was charged again. I thought once I purchased an app, i could download to multiple devices as long as using the same id? Has that changed?

If you are using the same ID, does the app show in his Purchases History?
In that situation, he might need to sign out of the App Store/iTunes, restart, and sign back in so the Purchases History updates.
Yes. When he downloaded it with the same apple id, it required a purchase - which I thought would not be charged because I had already paid for it. But when I log into the account for that apple ID, there's the second purchase with the date he downloaded it to his device.
