Can i get my photos back without saving in iCloud

I want my old phone photo but I didn’t turn on my iCloud how can i get my photo

If you have the phone old phone and the photos are there, you can turn on iCloud photos or you can upload the photos from the phone to your computer, then sync them to your new phone. If you don't have the old phone and you didn't back them up somewhere, you've lost the photos.
