need to access icloud to get back photos that were deleted.
can i retrieve some important photos and 1 video that I accidently deleted in a text imessage on my ipad.

You would have to restore your iPhone from a backup that has those photos.
Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
Be aware that restore is an all or nothing process. You cannot restore only photos (for example) and any information on your iPhone between now and when the backup was created will be lost.
