Standard cd or a song quality of 44.1 to 16 bit rate at 1141Kbps, I would like to convert it to 320, 128, and 64 Kbps for listening contents, I was unsuccessful in many approach please is there a way. Thanks.

See Convert a song to a different file format with the Apple Music app or iTunes for Windows - Apple Support. I would suggest using the iTunes Store standard of 256K AAC, but you could experiment with MP3 and alternative bit rates to find a compromise for size and quality. Note too that .wav files don't support a tag. If you want to keep original CD quality copies in your library you may be better ripping to Apple Lossless, smaller files with proper metadata.
