Difficulty to create an apple ID

Hi there,

I am creating an apple account and having difficulties to proceed

I am at "Provide Payment Method" page, I have added required details such as, my card details and billing address, But it does not go further and a red colour dialogue box opens saying that

FOR ASSISSTANCE, CONTACT iTunes

SUPPORT AT

My question is how to proceed from very stage
