Notifications for apps

I have recently performs a reset of my phone to try and fix a camera issue (which didn’t work), but as a consequence the majority of my apps can no longer show notifications, and options aren’t available in either app settings or notification settings. I have tried uninstalling and reinstalling, but this hasn’t changed anything.

can someone help?
