There’s no way to delete apps from library!

What happens when you attempt to delete the app? Do you get an option to delete at all? Need more details from you.

Meanwhile, is it possible that you have Screen Time Restrictions set to ON?

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.
