turn off purchase sharing

I'm trying to set up a family group but definitely don't want all members' purchases going to my card. Can't they pay within their own iTunes accounts like currently?

Your degree of control depends upon the age of the family members and if you can use Ask To Buy. However, if you have purchase sharing turned on then anything they buy that is in excess of what they have in their own Apple ID balances will get charged to you.

Alternatively, it seems from the link below you can simply have it set up so purchase sharing is off and you do not need a card on file (?):

"If you turn on purchase sharing, you'll be asked to confirm that you agree to pay for purchases initiated by the family members you invite and that you have a valid payment method on file."
