how to I get system preference to quit if it is busy for too long

System preferences is not responding force quit it https://support.apple.com/en-us/HT201276

Another method see the article https://support.apple.com/guide/activity-monitor/quit-a-process-actmntr1002/10.14/mac/10.15

Open activity monitor , take cursor on top menu bar > view > click on windowed processes - if you see system preferences ( written in red colour system preferences not responding ) , select it go to force quit and quit system preferences .
