Some Thoughts:

A Common Occurrence:

I have seen a few posts on this today. So, it seems to be a typical issue. Contacting the carrier is not working, so word has it. Those participants may be in the same location as you(Who knows? But don't provide your location, though). But, chat with Apple, as an alternative.

B. Chat Session Info:

Being that phone calls are dropping, perform a chat session with Apple Support.

Setting Up the Chat Session:

  1. Go to: support.apple.com
  2. Scroll Down to "Tell us how we can help"
  3. Select: Get Support
  4. Proceed from there as Necessary

C. Contact Whomever Else:

If applicable, see if this can be taken up with someone else. For instance, if you are having issue with software, then contact the Developer.

D. Why the Wait:

Maybe telephone traffic is too high for their servers to manage? Phone calls are taking a bit to go through at the moment, due do lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
