Locked apple watch

I've bought used apple watch from eBay, but it appeared to be locked. Now I can't connect to the seller. What can I do to unlock it?

You can't unlock it,contact the seller and ask them to follow all these steps;

What to do before you sell, give away or trade in your Apple Watch, or buy one from someone else – Apple Support

If they can't or won't then contact ebay for the dispute proceedure.
