If your iPad is disabled, or you have forgotten your iPad passcode, you’ll need to follow this process:
If you’ve forgotten the passcode on your iPad, or your iPad is disabled – Apple Support
You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).
You’ll also need your AppleID and associated password. If these have also been forgotten, they can be recovered here:
To recover your credentials, you’ll need access to one of the following:
Unless you AppleID account has not been fully/correctly configured, or has been seriously neglected, recovery of the AppleID and password should not be difficult.

Take this Up with Apple:
I. Contact Apple Support:
Or, perhaps, it is a glitch in the system. I recommend you contact Apple Support. They will see this from their side, and will let you know what is going on here.
II. Why the Wait?:
It may take a while to get through to Apple Support. And that makes sense because many are at home at the moment working out of the house or taking classes at home (due to the Coronavirus Pandemic), thus giving them more time to contact Apple Support. So, just stay on the line, and you will get through :)
III. Perform a Chat Session:
If you cannot get though to Apple Support, then use Apple Chat.

IV. Take this as a Learning Experience:
So, take this as a learning experience, knowing always keep a hard-copy, handwritten note of your password. Store it in a private location that only you are knowledgeable of, and only you have access to.
