Watch saying cannot update due to not being connected to internet. My phone is connected but my watch might be connected on an old WiFi. I cannot see the time or settings on the watch so it is not paired properly

How do I pair my watch to my phone when neither are set up on my new phone and not connected to old wifi that was saved on the watch. I have reset the watch and manually paired but the watch cannot update due to not being connected to potentially old wifi in which it was paired.
