I cannot get past the activation lock and I bought the phone second hand . I cant get ahold of the previous owner. And I am unable to use my phone.

Turn it over to the police or recycle it responsibly. There is no way to bypass the activation lock. It's useless.
There is no known way to bypass activation lock without the assistance of the previous owner. If you purchased it through a 3rd party (e.g., ebay) try to get a refund through them as the phone is unusable. Also see: How to remove Activation Lock - Apple Support
So I bought a iPhone 11 pro and its activation locked. No way for me to get ahold of the owner and I dont have the apple id.
