It's a new indicator feature in iOS 14.

Camera In Use Indicator A green indicator appears at the top of your screen whenever an app is using your camera. Measure dimensions with iPhone.

Microphone In Use Indicator An orange indicator appears at the top of your screen whenever an app is using your microphone. Make a recording in Voice Memos on iPhone.
