frozen in setting apple Id

It is taking the ipad pro a long time to setting up the apple ID. It stucks for an hour now on the page 'It may take a few minutes to set your apple ID' .I've tried restart again and it has the same problem,stucking on the same page. The wifi network is fast and stable,how can I solve this issue?

Try completely shutting down the device for a few minutes. Then restart and skip setting up the Apple ID. Finish setting up the device and then set up the Apple ID.
