All my Photos went to iPhone storage when sighed out of iCloud

Hi, I sighed out of iCloud then later sighed back in. Then doing this caused all my photos to move into my iPhone storage and if I want to turn on iCloud it comes up with a message saying on my iPhone “this phone is storing 33.3gb of photos and videos and you currently have 4.07gb available” I had 4.07gb available before I sighed out of my iCloud but now all my photos have copied on my iPhone and can’t turn on iCloud photos. How could I turn on my iCloud photos back on?
