So this is a 9 or 10 year old model, and it looks like Kodak (who went bankrupt soon after releasing this model) are unsurprisingly no longer supporting the software.
As far as I can tell, it is not possible to download the images directly from the camera without the software, and the software won't run on Catalina.
Although the camera has a small amount of internal memory, you can also put an SD card in (and at the same time store many more pictures). Your best option now is (if you are not already doing it) is to use an SD card for the pictures and get an SD Card reader, or use the Macbook air built in reader if it has one (My 2013 model has a build in sd card slot and I think they were included up to 2017 models).
You'll be able to import your images directly from the SD card into photos - or any other imaging software.
Your other option is to treat yourself to a new camera. Modern models will give you much better image quality, and Kodak cameras were never that good to begin with. Though even with an up to date camera I find it more convenient to plug the sd card into the computer, than to connect it up using USB.

Contact Kodak:
For Note:
macOS 10.15 Catalina is 64bit app-only compatible. Meaning, a 32bit Application is inoperable on your Catalina macOS.
Apple is the developer, So, if this app is 32-bii, contact Kodak, and ask them for the 64-bit version installation file. Once it is installed, see If you can proceed with the import.
What type of memory card does your camera use. Can you get a card reader that will take that memory card.
In fact it might help us if you tell us what model of camera you have, then we might be able to give more specific suggestions.
Try using Image Capture with your Kodak camera connected to your MBA via its USB cable.
Hi
How are you trying to import them?
What format are they?
The photos are in my Kodac camera. My camera tells me to open the Kodac app.
My laptop has discontinued this app, since updating to "Catalina"
I am unable to download another Kodac app
my camera insists that I run the Kodak camera setup app
See if there's any option in the camera's settings window to set a different download type. Many cameras have that.

@thelittles. I don't think contacting Kodak is going to help in this situation. It is clear the software is no longer supported, and no amount of asking is going to change that.
Thank you for your helpful attention.
You're welcome :-)
