Remove/Reset a forgotten parental passcode, how do we do that?

We have an older (5s) iPhone for which we forgot the parental 4-digit password. We tried restoring/resetting the phone to factory and starting over, but it still wanted the 4-digit passcode. So, since it is only supported to iOS 12.4 by apple, the apple support article said we had to have 13.x or better and we are stuck.

Anybody know how to fix this?

Yes.

Since you have an older iOS version, when the Restrictions (Screen Time) passcode is forgotten, the iPhone must be erased and set up as new.
