I had a problem with Personal Hotspot

I just can’t turn it on

What should I do with this issue?

Looks like this option unavailable or something like that

Personal Hotspot is controlled by your cellular carrier. Have you tried in Settings going to Cellular, then Personal Hotspot? If you cannot turn it on there, then contact your carrier to ensure you have access to that on your device. How to set up a Personal Hotspot on your iPhone or iPad - Apple Support
