You are not addressing Apple in the user to user forums, sorry for any confusion there. If you need immediate help, select CONTACT SUPPORT in the top right of the page. Get yourself to iTunes Billing and Support and they will be able to remove any remaining credits on your account too little to make a purchase and then you will be able to change countries without issue. Should only take a few moments once you are connected to the proper person.
