Contacts did not transfer from old iPad to new iPad. All the apps transferred. The photos did not transfer either. But more concerned about the contacts.

Try turning on iCloud backup on both devices and see if that helps with getting the contacts and photos transferred. Go to Settings>Apple ID>iCloud and then make sure that what you want is turned on and follow the directions that pop up if you turn it on and it was off. Give it time to get everything transferred but that should work if they aren't already on.
