i can’t seem to turn off my camera shutter sound off... I have the button on the side turn off so on silent, I have also turned my phone off and on again but it seems to still have the sound... someone please help!

In some countries the camera shutter sound cannot be switched off, by law, for privacy reasons. Sounds like you have a phone made for one of those countries. Japan and Korea are two that I am aware of.

Perhaps that iPhone was manufactured for a country market where shutter sound CANNOT be turned off because of local Government laws (i.e. Japan).
Check the model number in Settings->General->About->Model
If it has a "J" before the "/" It was intended for sale in Japan and the camera shutter sound cannot be turned off.

I bought it from a phone store in Australia... it wasn’t apple
That iPhone you got was a grey import.
iPhones exported to Australia can silenced the shutter sound.
