Is there a way to reset a forgotten Phone Passcode without completly restoring the phone?

No. This is a security measure to stop just anyone having access to your phone and data.

You can only remove it by following the steps at If you've forgotten the passcode on your iPhone, or your iPhone is disabled – Apple Support
