Screen Time Passcode prevents phone from being erased

My daughter's screen time passcode has taken over control of her phone. The phone will not let her change the passcode, even with a correct Apple ID. She is willing to erase the phone and start over, but in order to do that, she has to enter the screen time passcode. This makes no sense. The phone will not accept the passcode, so she cannot erase it.

If she is running iOS 13.4 or newer, she can reset the screen time passcode.

If you forgot your Screen Time passcode - Apple Support


If not, she will have to erase the phone using iTunes on a computer if she can’t get into the settings.
