Mac mini, macOS 10.15
Go to settings > general > about. at the top you can change device name

Go to System Preferences/Sharing and change the name there. You may have to restart for the change to show.
On the computer, try signing out of iCloud, restart, and sign back in. See if that changes the phone. You also may need to repeat that on the phone.
How about devices that are Apple computers?
Done these things and it changes but on my phone when I look at my devices it still has the old name.
Logging out of and back into iCloud on the device i changed the name of solved the problem.
