My iPhone 6 Plus does not allow me to update new software. It says “Your software is up to date.” Automatic updates are “ON” it shows that iOS 12.4.7 is up to date

My iPhone 6 Plus wont update past 12.4.7

That is correct. Your iPhone 6 Plus can only be updated as high as iOS version 12.4.7 which you have already installed. You will need a newer model iPhone to get to iOS version 13.
