The original iPad mini3 can be updated to its last supported version of iOS, this being iOS 12.4.7.

Apple ended update major support for iPad Air1, mini2 and mini3 in September 2019. These models can not be updated to later versions as the internal hardware does not meet the minimum technical requirements for newer versions of iOS/iPadOS.

If your iPad currently has iOS 10.x or earlier installed, an OTA Update from Settings may not be possible. In this instance, you’ll need to update using iTunes from either a PC or Mac computer. An OTA Update may still be possible if your iPad currently has iOS 11.x installed.

If you can’t download or update apps on your iPhone or other Apple device - Apple Support

You may have already discovered that compatible Apps for your iPad are becoming more difficult to find. Third-party developers are increasingly dropping support for older versions of iOS preceding iOS11/12/13. As older versions of Apps are removed from the Apple App Store, you’ll not be able to (re)download or install them. You will ultimately find that many Apps may require that your iPad is replaced with a newer model.
