Water Damage Within Water Limits

What can be done to repair a water resistant iPhone X that stopped working due to water damage?

The phone was within the water limitations.

The phone will not restore. The error message states it can not connect.

It is out of warranty.

There are no water limits. Water damage voids the warranty. Do not confuse the testing rated standards with real world usage guidelines.
