See If you see a message that says 'Your account has been disabled in the App Store and iTunes' https://support.apple.com/en-us/HT208856. "There might be a problem with the payment method that you have on file. When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help.”

choosing your country, see the heading Tell us how we can help.

Ghost, thank you very much. The payment method was the reason for the locked iPhone. Once I got that straightened out it unlocked itself. I thought that the email was a spam because I had just received a spam email saying they were Apple. I should have just called and this would have never been an issue. Thanks again. Stay well

Passcode - If you forgot the passcode for your iPhone or your device is disabled.
You need the passcode for it. Once that is entered you can choose to unIock it using Face ID or Touch ID in Settings
