Can't Update from 10.13.1 to 10.13.16

I have even booted up in safe mode and downloaded the update. When i restart and boot back up after the install it says some updates cannot be installed automatically and still shows me on version 10.13.1

I have done everything i can think of to update this.

Am I missing something?
